Does it hurt anything to leave a external hard drive disconnected most of the time, until it is needed? Will Windows 8.1 understand what I am doing? Will my PC recognize it when I need to plug it back ...

Power bill aside, you're only going to be using it to make backups, so might as well not generate the extra heat and risk frying the drive.
